There are many sites on the internet that provide huge amounts of information on Town Twinning but I've listed just a few of them below.

You could start off with the Local government Information Bureau which gives a very good guide on how to organise and run Town Twinning Associations. The official guidelines (which are pretty heavy reading) can also be found on this European Governemt website.
